Robert E. Foreman
CEO, President
Robert Foreman brings extensive experience in general contracting, business development, and construction leadership to 4D Development Corp. He founded Premier Building & Renovations Corp in 2007, delivering hundreds of projects throughout Long Island, New York City, Westchester, and New Jersey. His expertise spans roofing, siding, exterior envelope systems, timber framing, and finish carpentry.
As CEO and President, Robert leads 4D’s strategic direction and operational growth, combining hands-on construction expertise with comprehensive project oversight. He emphasizes craftsmanship, safety, quality, and efficiency across the firm’s commercial and residential projects.
Known for his integrity and practical problem-solving, Robert builds lasting relationships with clients and trade partners. His approach incorporates technology, sustainable practices, and value engineering to address construction challenges and support each client’s goals.
Joseph D. Honan
Senior Vice President
Joseph D. Honan brings more than 15 years of construction management experience to 4D Development Corp. Previously a Project Executive at a top 10 New York City construction management firm, he has delivered more than two million square feet of real estate valued at over $1 billion and awarded more than $1 billion in subcontracts. His portfolio spans multifamily residential, industrial, commercial, public works, and arena projects.
As Senior Vice President and Co-Founder, Joseph provides project leadership and oversight of complex construction operations. His experience includes delivering projects for RXR, Howard Hughes Corp, Bridge Development, iStar, CHA Companies, and Dov Hertz.
Joseph holds a Bachelor of Science in Construction Management from NYU Polytechnic and has received recognition from Marquis Who’s Who for his contributions to the industry. His approach combines strategic planning with a detailed understanding of large-scale project delivery.
Anthony Balram
Senior Project Manager
As Senior Project Manager, Anthony Balram is responsible for the leadership, execution, and successful delivery of complex construction projects throughout New York City. He ensures that all project activities are aligned with the client’s best interests and the strategic objectives of each development.
Anthony is a cum laude graduate of SUNY Maritime College with a degree in Mechanical Engineering and brings experience delivering over $600 million in construction projects, developed while working with respected firms such as Lendlease and Hunter Roberts Construction Group. He is recognized for his technical expertise, decisive leadership, and comprehensive understanding of building systems and trade coordination. Anthony provides oversight across all phases of construction, including contract administration, cost control, scheduling, procurement, and safety, while guiding project teams and trade partners to achieve quality, schedule, and performance goals.
